Well, it appears that The Riddler’s followers have found a way to get their leader’s website back online, or…was it The Riddler himself?

Based on the map coordinates provided, this has something to do with San Diego Comic Con and the panel for THE PENGUIN.  What’s also interesting is if this is also tied to THE BATMAN: PART II. Hmm.
