Via COMICBOOK.COM, Colin Farrell says that TB2 takes place a few weeks after the events of THE PENGUIN.

We already knew this because Matt Reeves already revealed the film’s timeline in relation to THE BATMAN and THE PENGUIN. Looks to me like it’ll be set in December, right before the Holidays/New Year.

Yes, winter time.

You know what that means, right?

MR. FREEZE IS THE MAIN VILLAIN AND HE’LL BE STEALING DIAMONDS!

Here’s CF’s exact quote…

It conveniently worked that the death [of Carmine Falcone] at the end of THE BATMAN and the devastation within Gotham opened up a power vacuum that then Oz could try and capitalize on. That was perfect for the parallel eight hours that we had. And then [THE BATMAN PART II] will pick up, whatever, a few weeks after the show ended.

The context of CF’s quote should be put into context. He was asked about a second season of THE PENGUIN and said that the “powers that be” (Matt Reeves, Lauren LeFranc) are kicking around ideas for another season, but he’d be against it…though he’d do it.  We’ll see.
